is your picture online? if so, just paste it's URL in bewteen the tags.
And not the site's URL, but the picture's URL. Most of those photo-sharing sites have a link.

If it is a picture on your computer then you have to upload it to an image hosting site like imageshack.us or similar, and then it's just like masterage says :P

Well have you tried deleting system32 yet? no just kidding...you're lucky that your c drive was not totally formatted :D I almost would have felt sorry for you...although that would have been kinda fun lol sry ;D
